It remains true, however, that the position as regards Colonial borrowing from the International Bank is not yet clear, and for the time being I am merely suggesting this possibility as something to be kept in mind. I certainly do not think it should hold up what I am still inclined to regard as the appropriate immediate action- an approach to the Colonial Development Corporation.]
You will see from previous minutes that
it has been suggested that the projects referred to in No.1. should be financed by a State Lottery. As you know, the possibility of establishing a
State Lottery in Hong Kong is being pursued further in a more general context. The proceeds of a State Lottery, if permitted, might indeed be useful in financing reclamation schemes, but for the time being this prospect is clearly too problematical to prevent us from exploring all other avenues.
